Sub :    Admissibility of Ration Money Allowance to CAPF personnel, while on tour-clarification reg.

       Reference Ministry of Finance, Department of Expenditure OM No.19030/1/2017/-E.IV dated 13.07.2017 vide which Travelling Allowance Rule of 7th CPC has been implemented.

2.    In reference to above, the case was taken up with MHA/GoI by ITBP vide their UO Note No.II-36012/13/ITBP/IFD/2015-16 DATED 05-10-2017 for reimbursement of Food Charges, if the personnel are in receipt of Ration Money Allowance, then how the Food Charges as prescribed in 2 E(i) & (iv) as per 7th CPC entitlements will be regulated in Tour TA Claims. Similar case was also taken up by BSF vide their UO Note No.23014/02/2015/Adm-II/BSF-879 dated 31.01.2018 and on this matter MHA/GoI vide their UO No.II-27012/35/2017-PF.I 830 dated 28.05.2018 has clarified the Food Charges entitlements in Tour TA as under :-

"The matter has been examined in consultation With IFD, and it informed that disallowing Ration Money Allowance during tour of an employee may not be a genuine approach and it needs to be regulated on the analogy of Transport Allowance, which is not discontinued even when an officer is on tour or even on leave up to 30 days continuously. It is also stated that since the clarification has been sought for Personnel Below Officer Ranks (PBORs), the welfare angle also need to be borne in mind."

3.    With regard to reimbursement ot Food Charges during tour period, MoF (DoE) vide their OM dated 13.07.2017, reterred above, has clearly mentioned that there will be no separate reimbursement of food bills. Instead, the lump sum amount payable will be as per Table-E(i) and depending on the length of absence from headquarters, would be regulated as per Tabel (v) of said OM. Since the concept of reimbursement has been done away with, no vouchers will be required. This methodology is in line with that followed by Indian Railways at present (with suitable enhancement of rates) i.e. Lump sum amount payable.

4.    In regulation of  Transport Allowance, if employees during absence from duty for a full calendar month due to leave/ training/ tour etc, if the absence covers more than one month, it will not be admissible for calendar month(s) wholly covered by absence. If the absence covers part of any calendar month, it will be admissible for the full month.
