Leave Travel Concession (LTC) - Guidelines for booking of air tickets for Government servants who are not eligible for air travel and wish to travel by Air
छुट्टी यात्रा रियायत (एलटीसी) - सरकारी कर्मचारी जो हवाई यात्रा के लिए पात्र नहीं हैं और हवाई यात्रा करना चाहते हैं, हवाई टिकट की बुकिंग के सम्बन्ध में दिशा निर्देश

"Government employees not entitled for air travel and wish to travel by air but not under the Special Dispensation Scheme, are also required to book their air ticket through only the three ATAs mentioned above irrespective of booking time limit. However, the reimbursement will be restricted to the actual air fare or the entitled train/bus fare for the shortest route, whichever is less."
भारत सरकार, कार्मिक, लोक शिकायत और पेंशन मंत्रालय, कार्मिक और प्रशिक्षण विभाग (DOPT) के "कार्यालय ज्ञापन" संख्या F. No. 31011/12/2022-Estt.A-IV दिनांक 29 अगस्त, 2022 के प्रतिपूर्ति के प्रावधानों में पैरा संख्या (iii) के अनुसार
सरकारी कर्मचारी जो हवाई यात्रा के लिए पात्र नहीं हैं और हवाई यात्रा करना चाहते हैं, लेकिन विशेष छूट योजना के तहत नहीं, उन्हें भी बुकिंग समय सीमा के बावजूद ऊपर उल्लिखित केवल तीन एटीए के माध्यम से अपना हवाई टिकट बुक करना आवश्यक है। हालांकि, प्रतिपूर्ति वास्तविक हवाई किराए या सबसे छोटे मार्ग के लिए हकदार ट्रेन/बस किराया, जो भी कम हो, तक सीमित होगी।
OFFICE MEMORANDUM - Instructions on booking of Air Tickets on Government Account inrespect of Leave Travel Concession (LTC) - regarding. F. No. 31011/12/2022-Estt.A-IV Dated 29th August, 2022
In all cases of air travel in respect of LTC, air tickets shall be purchased
only from the three Authorized Travel Agents (ATAs), namely:
(a) M/s Balmer Lawrie & Company Limited (BLCL),
(b) M/s Ashok Travels & Tours (ATT'),
(c) Indian Railways Catering and Tourism Corporation Ltd. (IRCTC)
Government employees are to choose flight having the Best Available Fare
on their entitled travel class which is the Cheapest Fare available,
preferably for Non-stop flight in a given slot, mentioned below, at the time of
booking. They are to retain the print-out of the concerned webpage of the
ATAs having flight and fare details for the purpose of the settlement of the
LTC claims.
(a) On the day of travel in the desired 3 hours' slot of following time band -
00:00 hours to 03:00 hours, 03:00 hours to 06:00 hours, 06:00 hours to
09:00 hours, 09:00 hours to 12:00 hours, 12:00 hours to 15:00 hours,
15:00 hours to 18:00 hours, 18:00 hours to 21:00 hours, 21:00 hours to
24:00 hours.
(b) With provision of optimizing within a 10% price band, for convenience
and comfort.
iv. Employees are encouraged to book flight tickets at least 21 days prior to the
intended date of travel on LTC, to avail the most competitive fares and
minimize burden on the exchequer.
सरकारी कर्मचारियों को बुकिंग के समय नीचे दिए गए किसी दिए गए स्लॉट में नॉन-स्टॉप उड़ान के लिए, उनके हकदार यात्रा वर्ग पर सर्वोत्तम उपलब्ध किराया वाली उड़ान का चयन करना है, जो सबसे सस्ता उपलब्ध किराया है। उन्हें एलटीसी दावों के निपटान के उद्देश्य से उड़ान और किराए के विवरण वाले एटीए के संबंधित वेबपेज के प्रिंट-आउट को अपने पास रखना है।
(ए) निम्नलिखित समय बैंड के वांछित 3 घंटे के स्लॉट में यात्रा के दिन - 00:00 घंटे से 03:00 घंटे, 03:00 घंटे से 06:00 घंटे, 06:00 घंटे से 09:00 घंटे तक, 09:00 घंटे से 12:00 घंटे, 12:00 घंटे से 15:00 घंटे, 15:00 घंटे से 18:00 घंटे, 18:00 घंटे से 21:00 घंटे, 21:00 घंटे से 24:00 घंटे।
(बी) सुविधा और आराम के लिए 10% मूल्य बैंड के भीतर अनुकूलन के प्रावधान के साथ।
iv. कर्मचारियों को सबसे अधिक प्रतिस्पर्धी किराए का लाभ उठाने और राजकोष पर बोझ को कम करने के लिए एलटीसी पर यात्रा की निर्धारित तिथि से कम से कम 21 दिन पहले उड़ान टिकट बुक करने के लिए प्रोत्साहित किया जाता है।
